The CAPACITY Project’s Turkmenistan Program Assistant is a full-time position and is based in CAPACITY’s Ashgabat office and reports directly to the Turkmenistan Country Representative. The Program Assistant provides direct administrative and programmatic support and assistance as needed to the Country Representative and support in the implementation, monitoring and follow-up of the CAPACITY Project’s program activities in Turkmenistan. KEY ROLES & RESPONSIBILITIES: • Coordinate and conduct the CAPACITY Project activities in Turkmenistan and ensure they are in line with CAPACITY Project strategies and with USAID rules and regulations; • Coordinate the implementation of project plans, budget and time frame and ensure they are followed according to the approved work-plan and agreement with the USAID; • Provide overall programmatic support and coordination of project work of program components in the country; • Assist in conducting workshops, seminars and advocacy meetings on the respective subjects; • Monitor the in-country program activities; • Write and submit bi-monthly, monthly, quarterly and annual project reports to the Country Representative and support the preparation of all managerial documents, related to the project; • Establish and develop contacts and good working relations with the relevant national /international organizations, NGOs and Government Officials; • Represent CAPACITY Project Turkmenistan at international and local events; • Interact with regional office representatives; • Travel within country when needed; • Liaise with appropriate governmental institution, international and local agencies to network effectively for the benefit of the JSI activity; • Attend appropriate workshops, seminars and training sessions as required to remain current and up-to-date on topics of concern to the program area and the general scope of responsibility; • Assist, where requested by Country Representative, with administrative and logistical aspects of the Turkmenistan country program; • Support Country Representative in coordinating programmatic and technical activities of the Turkmenistan program including arranging meeting, developing presentations, coordinating documents, etc. POSITION REQUIREMENTS: • Project assistance or management experience; • Strong communications and interpersonal skills and critical thinking, problem-solving and leadership skills; • Ability to work independently, as team member and as coordinator; • Ability to travel within Turkmenistan and regionally as needed; • Fluent in Russian, Turkmen and proficient in English; • Masters degree preferable, but not required; • Experience with USAID programs and/or other health/donor-funded development programs; • Proficiency in Microsoft (Word, Excel, Access, and PowerPoint) required. |
