Финансово-Административный менеджер в ТуркменистанеJSI/CAPACITY Turkmenistan is announcing opening of a full-time position of Finance&Administration Manager to be based in the Ashgabat office. Position summary and key roles and responsibilities are indicated bellow. The deadline for applications is Thursday, October 30, 2008 POSITION SUMMARY: KEY ROLES & RESPONSIBILITIES: 1. Ensuring committed funds are received when due and allocated accurately by monitoring and analyzing cash flows monthly, including expenditures, receivables and payables, and organization monthly statements and variance reports for review by the Country Representative; 2. Ensuring accounts payables and receivables are processed accurately, efficiently and in a timely manner, reporting any concerns/discrepancies to the Country Representative; 3. Ensuring administrative and program expenditures meet budget objectives and approval processes, reporting any concerns/discrepancies to the Country Representative; 4. Administers the coordination and management of the Local Hire Manual, personnel records, payroll process and procedures, and attendance records, ensuring all activities/functions are carried out in a responsible and professional manner and that accurate and up-to-date records and reports are competed in a timely manner; 5. Administers the coordination and management of purchasing procedures and processes for the office including the development and coordination of purchasing systems such as Purchase Requisitions, inventory logs, cheque requisitions, petty cash disbursements and control, etc., ensuring all activities are carried out and administered consistent with the approved financial policies and procedures in place within the JSI and USAID; 6. Communicates effectively with other office and Project staff, partners, banks and vendors as required in a timely, responsible and professional manner; 7. Provide reports as required to the Country Representative on all activities for the month, including the status of work in progress, variance reports and cash flow positions; 8. Oversees the fiscal year end process under the coordination of the Country Representative, ensuring the accurate and timely closing of the year end books for auditing purposed, and ensuring auditing functions and costs are kept to a minimum for the benefit of the JSI; 9. Ensures efficient functions of the office and facilities; 10. Provide administration duties, such as typing assignments, greeting visitors; responsible for incoming & outgoing correspondence; prepare photocopies & faxes; maintain and process office files and other documentation; provide logistical support including visas arrangements & registration, hotel reservation and transportation arrangements; responsible for office supplies & stationeries timely order and maintenance; 11. Operates in accordance with the local legislation, current JSI/CAPACITY and USAID policies & procedures; 12. Other duties/tasks as required and assigned. POSITION REQUIREMENTS: - Minimum 3 years experience in a similar or related field; - University degree in finance field i.e. accounting, business administration; - Strong computer background and skills a requirement, including but not limited to proficiency in Word, Excel, Quick Book, Internet and emailing systems; - Excellent communication and interpersonal skills; - Must be able to work independently with minimum supervision. |
