DUSHANBE, this year, World AIDS Day – that took place on December 1 – focused on leadership, the theme set by the World AIDS Campaign under the five-year slogan Stop AIDS. Keep the Promise. World AIDS Day is a day when people from around the world come together within a single effort to raise awareness about HIV and to express global solidarity with people living with HIV. But World AIDS day is not just about raising awareness. It also provides a global opportunity to urge governments and leaders for all promises on AIDS to be kept as well as an opportunity to demonstrate commitment and action on AIDS.

In designating leadership as the World AIDS Day theme for the next two years (2007 – 2008), the World AIDS Campaign highlights both the political leadership needed to fulfill commitments that have been made in the response to AIDS – particularly the promise of universal access to treatment, prevention, care and support – and celebrating the leadership that has been witnessed at all levels of society.

In Tajikistan, this year the World AIDS Day is widely highlighted at national and regional levels together with governmental, non-governmental and other international organizations. The programme on HIV prevention and treatment significantly expanded in Tajikistan with support by Global Fund to fight AIDS, tuberculosis and malaria, World Bank Regional Project on AIDS Control, CAPACITY, DFID, USAID, AFEW, UNODC/OPEC Regional projects, UN agencies’ contribution and other partners at country level.

Today, Tajikistan has a chance to decrease the spread of HIV epidemic and try to achieve Universal access targets on HIV prevention, treatment care and support until 2010 due to high political commitments to fight HIV, conducting immediate actions on policy development, resource mobilization, expanding HIV prevention and treatment programmes, using data of M&E for immediate revising of programmes and reducing stigma and discrimination against people living with HIV.


According to information provided by National AIDS Prevention Centre of Tajikistan, as of November 2007, totally 872 HIV infected people have been registered in Tajikistan. Driving force of the epidemic is injecting drugs, migration and sex-business. Moreover, the results of sentinel survey conducted by the Tajik Health Ministry in 2005 and 2006 in pilot cities (Dushanbe and Khujand) showed that during one year HIV prevalence increased among IDUs from 16% to 24%, and significantly increased from 0, 7% to 3, and 7% among sex workers. A total of 83, 7% of the registered cases among men, 16, 3% among women, however during recent years, the number of HIV infected women has been growing.

Information Campaign

With the support of CAPACITY, the non governmental organization "Most” and "Spin+” organized and conducted a campaign dedicated to the World AIDS Day. During the event the representatives of the Republican AIDS center, international and national organizations have presented the information on epidemiological situation on HIV/AIDS in the region. There was a concert held by the volunteers of the youth center and the children’s dancing club. In the end everyone received small presents such as informational educational materials and condoms. Active participation in such events will contribute to the understanding of the AIDS problems among the people and youth so that they should become healthy behavior oriented and more tolerant towards HIV/AIDS infected people. The event was broadcasted by local mass media channels.

Educational Sessions

The AIDS Center conducted educational sessions on HIV prevention among the students of the Tajik Pedagogical University. The sessions awoke intense interest in the pedagogical community and in the experts in preventive education. The number of the participants registered was 500 people.

Using the mass media to deliver the message!

The Republican AIDS center, with the generous contribution of the international organizations including CAPACITY has organized the creation of a one minute spot featuring the topic of HIV, injecting drug use and leadership. The spot contains information for the people who is in need to get the HIV counseling and testing as well. The developed in both languages (Russian and Tajik) message was aired on the days of 29, 30 November and 1 December on public monitors.

On December 1, under support of the CAPACITY Project, "Ozodi” Radio station conducted a series of radio competitions for their listeners. The radio show included quiz games, interviews accompanied by songs, poems and sports activities.

On 1 December, Indigo Tajikistan will send SMS to all its subscribers to call them to get more information on HIV/AIDS. Free movies on HIV/AIDS are shown in Dushanbe.

Partnership Forum

A partnership forum took place on December 1 at the Kohi Vahdat Hall to mark the World AIDS Day. The event was organized by the National Coordination Committee with financial support of the UNAIDS office in Tajikistan and with the technical support provided by the CAPACITY project. The event was attended by the representatives of UN organizations and other public bodies working in the sphere of HIV and AIDS. The main purpose of the discussion was to review the activities and achievements made over the year. During the event the Jonathan Mann award was presented to the SOGD IADS Center.

During the forum, the CAPACITY communication specialist had shared the project’s view in establishment of the information exchange system. The proposed information exchange system within the HIV/AIDS programs at the county level is established to ensure up to date information flow between the National Coordination Committees and partner organizations in HIV/AIDS situation in the Central Asian countries.
