CAPACITY participated in the International Agency Coordination Group (IACG)* meeting, which was held within the frames of DDRP partners meeting

On February 5, 2007 CAPACITY participated in the International Agency Coordination Group (IACG)* meeting, which was held within the frames of DDRP partners meeting. The meeting was held under the chairmanship of Galina Karmanova, Chief of Party of DDR Program and was the third in the series of meetings previously held in Bishkek, Kyrgyzstan and Samarkand, Uzbekistan.

The meeting brought together about 25 representative of international organizations and projects, including AFEW, CARHAP, CAAP, UNAIDS, SOROS-OSI, UNICEF, UNODC, PSI, Accord, and others, to discuss coordination of activities.

During the meeting the CAPACITY Project presented two issues:

  • Improving National communications and coordination of HIV-related activities on the country level: CAPACITY presented the draft technical paper which proposes a mechanism to facilitate National coordination of HIV/AIDS activities and improve communication with partner organizations.The presentation arouse a lot of questions and discussions about the matrices which were proposed as a means of collecting primary information on various areas of HIV-related activities, and which would eventually be aggregated into a single electronic database. It is anticipated that such database will become a core element of the information exchange mechanism and a tool to unite all involved partners in a single information space. The meeting participants agreed to provide final comments on the content of the 7 proposed matrices within 5 days after the meeting.The technical paper on improving NACM communications with partners and the matrices will be introduced to National Stewards in each country in early March;
  • Unified grant application form: the unified form was developed by CAPACITY and discussed prior to the meeting with several international organizations. The revised version was sent to all involved partners and it was agreed during the meeting that by the end of February 2007 partners will approve and provide their formal agreement to use this form in the upcoming grant award process. To-date, CAAP, AFEW and GF Portfolio Manager already concurred with the proposed grant application format.

Among other issues discussed during the meeting were:

  • coordination of regional events and activities: partners shared their plans for the period February-September 2007 to have a singe regional matrix and join efforts where possible to avoid duplication;
  • Regional TOT Centers: CAAP informed about opening of 4 regional TOT centers each of which will be focused on one specific area, as follows: in Kazakhstan on working with youth, in Uzbekistan on HIV treatment and care, in Kyrgyzstan on harm reduction, and in Tajikistan – on working with migrants.

*Originally, the IACG was established with the purpose to develop understanding on combining resources and preventing duplications and overlaps in the training activities planned by the organizations involved in HIV/STI prevention activities among vulnerable populations in the CAR countries.
