Improving Stewardship of National HIV/AIDS Programs

Memorandum of Understanding (MoH and the CAPACITY Project)

In September, 2005, Memorandum of Understanding (MoU) between the Ministry of Health of the Republic of Uzbekistan and the CAPACITY Project was signed. The MoU was developed considering opinions and recommendations of major partners of the Project, i. e. UN Theme Group members and USAID-funded health organizations.

Support of National AIDS Coordination Mechanism (NACM)

In May, 2005, the CAPACITY Project provided technical support to NACM in development of national monitoring and evaluation indicators.

As the result of the NACM needs assessment and Country Coordination Committee (CCC) recommendations, three main directions for providing technical support for NACM strengthening were identified: monitoring and evaluation, communications and work with communities. The CAPACITY Project seconded two specialists (on monitoring and evaluation (M&E) and communications) to work in NACM.

The seconded specialists took part in the following project activities:

  • Development of the draft Communications Strategy and advocacy package in cooperation with UNICEF;
  • Preparation of the Statement of planning, analysis, reaction and coordination (PARC) Group for NACM approval;
  • Definition of delegations for participation in conferences (Moscow, Toronto); preparation of the TV program on Moscow conference results (implementation of UN declaration) for UZ central channel;
  • Training of M&E specialists in the regions;
  • Promotion and implementation of the unified code system for vulnerable groups in the MoH system;
  • Provision of trainings for Oblast Coordination Committees (OCC) members;
  • Outer monitoring of GFATM sub-projects;
  • Conduction of M&E of oblast AIDS centers and trust points activity;
  • Participation in National Strategic HIV Program for 2003-2006 evaluation and development of a new state Program for 207-2011, etc.

National Strategic Program

The CAPACITY Project took part in the thematic working group (TWG) on evaluation of the National Strategic HIV prevention Program for 2003-2006. During TWG meetings, the following issues were discussed: Program evaluation plan, participation of major partners in the evaluation, selection of organizations for providing the evaluation.

The Project also participated in development of the regional technical document “Stewardship and Three Ones in Central Asia: technical recommendations on strengthening Capacity of the National AIDS Program Coordination Mechanisms”. The document identifies the needs in better resource-use and strengthening capacity of local partners, as well as in improvement of efficient coordination of their activities. This technical paper on stewardship will be also used as a basis for developing and signing MoU with all major stakeholders.

The CAPACITY Project members were included into two TWGs (IDU and legislation) on development on the new State Program on HIV prevention for 2007-2011. It is important to note that 60 Plus approach, advocated by the CAPACITY Project, was included into indicators of new program evaluation.

National monitoring and evaluation system

Under the technical support provided by the CAPACITY Project, M&E consultant took part in development of M&E national and program indicators for National Strategic Program evaluation. The Project also participated in PIU GFATM and UNAIDS meetings on indicators review and discussion with all interested partners.
