Improving the Quality of HIV/AIDS Services

Strengthening interaction of TB and HIV services

The initial assessment conducted by the CAPACITY Project revealed the following problems in the area of interaction of HIV and TB services:

  • HIV and TB Health facilities were formed on vertical principle and on principle “two strategies – two programs”, as a result interaction of these services was weak;
  • No protocols on services interaction and dual infections management, as well as system of monitoring of confections were in place;
  • There was critical lack of specialists trained on this problem.

As a result of CAPACITY supported activities Project the following was achieved:

  • Coordinating body– Thematic Working Group (TWG) on interaction of both services – was established;
  • Based on WHO protocols TWG developed and adapted set of technical documentation including guidelines, model description, model implementation plan, monitoring and evaluation plan, etc.;
  • TWG recommendations were approved by Prikaz of MoH #572 from 24.10.2005 “About measures on strengthening combating dual TB/HIV infections in the Republic of Tajikistan”;
  • Team of national trainers (6 people) was established;
  • 142 specialists from AIDS Centers, TB services, infectionists, primary health care specialists from model site (Dushanbe city) were trained during 6 trainings on services interaction and management of dual infections;
  • National monitoring and evaluation team was established. 26 specialists were trained on monitoring and evaluation of HIV and TB services interaction;
  • Registration of patients with dual HIV/TB infection and their referral to relevant services was started;
  • HIV/TB interaction issues were introduced into curricula of Tajik State Medical University and Tajik Postgraduate Medical Institute.

The monitoring of TB/HIV services interaction is conducted on quarterly basis. It is expected that the activity on strengthening of interaction of these services also will be supported in the context of the HIV and TB components of GFATM 6th Round grant.
