Improving Resource Use through the Integration of HIV/AIDS Services

With the purpose to improve the resource use for providing HIV/AIDS services in Kyrgyzstan, in 2008 CAPACITY Project launched a number of interventions for integration of HIV/AIDS services into the primary healthcare system (PHC):

Functional analysis of the institutional structure, roles and relationships for HIV/AIDS and related services

CAPACITY2nd seminar on the Functional analysis of the institutional structure, roles and relationships for HIV/AIDS services initiated conducting a functional analysis aimed at ascertaining the current institutional structure, roles, and relationships of HIV/AIDS and related service programs and drafting recommendations for improvements in better aligning HIV/AIDS players to implement the national HIV/AIDS strategies in general and possible integration of specific HIV/AIDS services in the PHC facilities in particular.
In this view, CAPACITY in cooperation with Abt Associates conducted a survey of key governmental programs engaged in HIV/AIDS and related services as well as a daylong initial workshop to review and discuss pros and cons of the existing service delivery mechanisms and the interrelationships across them.
Based on the outcomes of the survey and the first workshop, CAPACITY carried out the follow-up seminar to discuss the survey findings and review the recommendations for the improvement of interactions between HIV/AIDS and related services. In conclusion of this work phase, the summery report with survey findings and recommendations was disseminated among the participants of the survey and presented to other national and international stakeholders.

Developing HIV/AIDS and TB sub-accounts in Kyrgyzstan
In the framework of improving the resource-use through integration of AIDS-services CAPACITY, jointly with the Project HOPE, Kyrgyzstan MoH Center for Health Systems Development and WHO/Euro, conducted a four-day workshop on the development of HIV/AIDS and TB sub-accounts of the Kyrgyz National Health Accounts (NHA) in Bishkek during April 22–25, 2008.
During the course of the seminar the participants representing MoH, National TB Center, Republican AIDS Center, Mandatory Health Insurance Fund and a number of international agencies in Kyrgyzstan were provided with overall information on the concepts and methodology for the development of the national sub-accounts on HIV/AIDS. The seminar resulted in the establishment of two thematic working groups to develop the above sub-accounts.
It is anticipated that the development of the sub-accounts on HIV/AIDS and TB will promote an effective distribution of resources and facilitate in improving prevention and treatment activites in the field of HIV/AIDS.
