Improving Stewardship of National HIV/AIDS Programs

The establishment of the national coordination mechanism on HIV/AIDS in Kyrgyzstan places heavy responsibilities on the government to develop effective coordinating mechanisms where all donors, state agencies and AIDS-service NGOs would work under a single national coordinating body. Such coordination mechanism is new for Kyrgyzstan and therefore, requires technical support for the development of its institutional capacity.

The CAPACITY strategy in this component aims at brining ongoing technical support directly to this body that will be the focal point for national stewardship in coordination donors and civil society’s efforts and incorporating all national HIV/AIDS program on the country level.

In this view, on October 10, 2005 the Memorandum of Understanding was signed between the Government of the Kyrgyz Republic in the person of the Vice-Prime Minister of the Kyrgyz Republic and the Chairman of the Country Multisectoral Coordinating Committee (CMCC) in the area of HIV/AIDS, Tuberculosis and Malaria Mr. Madumarov A.K. and CAPACITY Project in the person of its Regional Director Dr. Khodakevich L.N. The purpose of the Memorandum of Understanding is to determine and specify strategies and procedures for effective collaboration and cooperation between National Partners and CAPACITY Project.

After signing the document, CAPACITY commenced close cooperation with the Country Multisectoral Coordination Committee (CMCC) and the Unit for Coordination and Monitoring in HIV/AIDS area (AIDS Unit) under the Department of Socio-cultural Development of the Prime Minister Office, which played a role of the Secretariat of the named CMCC.

Thus, starting form October 2005, CAPACITY was actively involved in the work of CMCC’s five technical sectors and made input in the development of the Third State Programme on HIV/AIDS. Further, CAPACITY seconded the following specialists to CMCC Secretariat with the purpose to strengthen CMCC functioning and ensure efficiency of leading national programs:

  • Monitoring and Evaluation Specialist has been seconded to assist CMCC in the development of normative documents, which would serve as a basis in creating the single State M&E system. pic Thus, along with other M&E experts the CAPACITY seconded specialist took an active part in the development of some particular normative-legal documents that reflect Monitoring and Evaluation process of the State Programme on HIV/AIDS, such as:

1. Regulation on the State System of Monitoring and Evaluation of the State HIV/AIDS Programme and its socio-economic consequences in the Kyrgyz Republic for 2006–2010 years;
2. National Plan for Monitoring and Evaluation of the State Programme on HIV/AIDS prevention and its socio-economic consequences in the Kyrgyz Republic for 2006–2010 years;
3. Plan for institutionalization of the State M&E System on HIV/AIDS situation in the Kyrgyz Republic for 2006–2010 years;
4. Methodical Guidelines on M&E and National Indicators

  • NGO Liaison Specialist has been seconded to improve the mechanisms of communication with the civil society and representation of the public sector at CMCC. Within this component the specialist participated in the development of the following legal tools: The Law on AIDS of the Kyrgyz Republic; the Statute and Regulation for the establishment of the Resource Center for AIDS-service NGOs in Kyrgyzstan that was initiated by AIDS Unit. Being a member of the initiative group for the establishment of the Central Asian Regional Network of AIDS-service NGOs, the specialist participated in the development and lobbying of the Statute and registration of the Network at the Ministry of Justice of the Kyrgyz Republic.
  • Communication Specialist has been seconded to improve information exchange system among all interested national, international partners. The specialist created a single information space for all donors, national partners and civil society to exchange information effectively among themselves and consolidating efforts in the fight against HIV/AIDS in Kyrgyzstan. Moreover, the specialist developed effective tools for information exchange and improved the website of the Unit for Coordination and Monitoring of the State Programme on HIV/AIDS.

Moreover, both seconded NGO Liaison and Communication Specialist contributed to the formation of Oblast Multisectoral Coordination Committees in seven oblasts of Kyrgyzstan and enabled these committees to develop their action plans for implementation of the State HIV/AIDS Programme in the years of 2005–2007.

On June 24, 2007 the Resolution of the Government of the Kyrgyz Republic was issued to unify CMCC on HIV/AIDS, TB and Malaria wit the National Emergency Anti-epidemic and Anti-epizootic Commission and establish a new CMCC on Socially Significant and Particularly Dangerous Infectious Diseases under the chairmanship of the Vice-Prime Minister of the Kyrgyz Republic with the purpose of improving the coordination of activities of state institutions and public sector that are involved in actions aimed at providing sanitary-epidemiological and epizootic well-being in the country.

In pursuance of the resolution, two departments (secretariats) for coordination of activities in the sphere of socially significant and particularly dangerous infectious diseases among human beings and animals were established under the Ministry of Health and the Ministry of Agriculture, Water and Processing Industry.

Due to changes occurred in the structure of CMCC, its technical sectors and secretariat, CAPACITY helped the Committee in developing the normative-regulatory documents, related to the activities of new CMCC and its executive bodies. Currently, the CAPACITY Seconded Specialists have been providing comprehensive technical support to the new CMCC Secretariat established under the Ministry of Health.

It should also be noted that CAPACITY was actively involved in the process of preparation of the national proposal for GFATM 7th Round. Upon completion of the CAPACITY Regional training on the development of national project proposals, CAPACITY country office provided technical support to CMCC in preparing the national application on HIV/AIDS component. As a result, the submitted application from Kyrgyzstan on HIV/AIDS for the ammount of USD 28 million received an unconditional approval from the Global Fund.
