Improving Stewardship of National HIV/AIDS Programs

The establishment of the national coordination mechanism for AIDS in Kyrgyzstan places heavy responsibilities at the government level to develop effective coordinating mechanisms where all donors, state agencies and AIDS service NGOs would work under a single national coordinating body. This kind of coordination mechanism is new for Kyrgyzstan and requires technical support for the development of its institutional capacity.

The CAPACITY strategy in this component is to bring ongoing technical support directly to this body that will be the focal point for national stewardship in coordination donors’, civil society’s efforts and incorporating all national HIV/AIDS program at the country level.

On October 10, 2005, Memorandum of Understanding was signed between the Vice Prime Minister of the Kyrgyz Republic, and the Chairman of the Country Multisectoral Coordinating Committee (CMCC) in the area of HIV/AIDS, Tuberculosis and Malaria Madumarov A.K., and Dr. Khodakevich L.N. the Regional Director of the CAPACITY project.

The purpose of Memorandum of Understanding is to determine and specify strategies and procedures for effective collaboration and cooperation between National Partners and CAPACITY Project.

Aimed at creating the conditions for implementation of Three Ones principles CAPACITY closely cooperates with the Country Multisectoral Coordination Committee (CMCC) and the Unit for Coordination and Monitoring in HIV/AIDS area (AIDS Unit) within the Department of Socio-cultural Development of Prime Minister Office, Kyrgyz Republic.

As of October 2005, CAPACITY actively has been involved in five technical sectors’ work of CMCC and made input into the development of the Third State Program on HIV/AIDS.

Further, to strengthen the functioning of the CMCC and to ensure efficiency of leading national AIDS program, CAPACITY seconded three specialists in the following areas:

  • NGO Liaison specialist has been seconded for improving mechanisms of communication with civil society and inclusion the representation of civil society on the CMCC; He has developed the statute and regulation for establishment of the Resource Center for AIDS Servicing NGOs in Kyrgyzstan, that was initiated by AIDS Unit. In addition to this initiative, the project will provide technical support for the establishment of the web-site with aim to engage these important groups in the process of combating HIV spread, and give them tools for communicating their needs and ideas and for sharing information.

Being a member of the initiative group for establishment of the Central Asian Regional Network of AIDS Servicing NGOs, the specialist worked on the statute of this network and this draft document is under the review by other members in the region. There has been carried out negotiation with the Ministry of Justice on the registration process.

  • Communication specialist has been seconded for improving information exchange system among all interested national, international partners; She has created a single information space for all donors, national partners and civil society to exchange information effectively among themselves and consolidating efforts in the fight against HIV/AIDS in Kyrgyzstan. The specialist developed few effective mechanisms for information exchange and improved the website of the Unit for Coordination and Monitoring of the State Program on HIV/AIDS.

Moreover, both seconded specialists NGO Liaison and communication made their inputs on the formation of the Oblast Multisectoral Coordination Committees in seven oblasts of Kyrgyzstan, and enabled these committees to develop their action plans for implementation of the State HIV/AIDS program in a current year.

  • Monitoring and Evaluation specialist has been seconded for assisting in development of series of normative documents which would serve as a basis in creating of a single State M&E system. Along with other M&E experts she actively took part in the development of normative-legal documents that reflects the Monitoring and Evaluation process of the State Program on HIV/AIDS such as:
  1. Regulation on State System of Monitoring and Evaluation of the State HIV/AIDS program and its socio-economic consequences in Kyrgyz Republic, for 2006-2010 years;
  2. National Plan for Monitoring and Evaluation of the State Program on HIV/AIDS prevention and its socio-economic consequences in the Kyrgyz Republic, for 2006-2010 years;
  3. Plan for institutionalization of the State M&E System on HIV/AIDS situation in the Kyrgyz Republic for 2006-2010 years;
  4. Methodical Guidelines on M&E and National Indicators;
  5. A unique feature of this system of M&E is that the National Statistics Committee of Kyrgyz Republic has been actively involved in monitoring process.

Finally, CAPACITY is actively involved in the process of preparation of the national proposal development to the GFTAM 7th round. As such, CAPACITY is participating in a series of meetings organized by AIDS Unit on filling out of the inter-sectoral matrix for implementation of the state HIV/AIDS program whereby the funding gaps is identified and results will bring to the clear picture of which areas should be covered by GF grant.
