Improving the Quality of HIV/AIDS ServicesAs the HIV epidemic mature, availability and accessibility of quality AIDS care and treatment are becoming more important. To date, CAPACITY has established working models for the medical management of patients with dual TB and HIV infections in three countries and the Project is beginning its activities in this area in Kazakhstan. This is a major challenge because the services for TB and AIDS are vertical in structure and communication and interaction between them had been nearly non-existent. The CAPACITY Project is working Thematic Working Subgroup “TB and HIV” of “TB” TWG under MOH of Republic of Kazakhstan. In the frame of TWG technical recommendations on HIV/TB were developed and approved by RAC and National Center for TB Problems. These recommendations will be included as appendix to the new MOH TB Prikaz. CAPACITY participated at the preparation of National application of National Center for TB Problems for the GFATM 6 th Round, in its component of TB/HIV. Antiretroviral therapy (ARVT) CAPACITY participated and provided technical assistance in conducting training on ARVT adherence in Temirtau organized by WHO, in July 2006. The training was conducted for three NGOs working in the field of adherence and three AIDS Centers of Karaganda, Temirtau and Pavlodar. During this training main obstacles to ARVT adherence expanding were determined and possible strategies to overcome proposed. The Project supports the work of ARVT TWG, created under RAC. During one of its meetings in October 2006, together with GFATM PIU group, plan on ARVT adherence realization in five main oblasts of Kazakhstan was developed. CAPACITY in cooperation with Kazakhstan Union of PLHIV provided technical assistance adaptation of ARVT adherence brochure for its issuing on GFATM funds. Seconded M&E Specialist has been working on the development of an ARVT M&E monitorig computer program: data collection cards, output spreadsheets, patients’ registers, adapted M&E indicators for ARVT. In December, 2006 CAPACITY together with Boston University consultant conducted preliminary investigation for Adherence Obstacles Study in Temirtau. A team of 3 CAPACITY staff plus a representative from the Republican AIDS Center traveled to Karaganda and Temirtau to visit the Karaganda Oblast Health Department and the Temirtau City AIDS Clinic. The purpose of the trip was to introduce the CAPACITY team to Temirtau and Karaganda staff and to learn about the current situation regarding HIV testing and treatment in Temirtau, understand issues related to ARVT uptake and adherence in Temirtau, and ascertain if there is local commitment and resources to engage in the study. |
