Improving Stewardship of National HIV/AIDS Programs

In accordance with the Three Ones principles (One national coordinating committee, One national AIDS program, and One monitoring and evaluation system) the CAPACITY Projects is working alongside other international stakeholders to support and strengthen the national AIDS coordinating mechanism (NACM) in each country. These efforts are being accomplished by the promotion of the Three-Ones Principle, seconding key technical staff and strengthening partnerships among the national and international partners working with HIV epidemics. The partnership with NACMs is based on formal agreements with the national stewards in the form of memorandums of understanding (MOU). National Partner and the CAPACITY Project signed Memorandum of Understanding in 7 March, 2006 in Astana at the Ministry of Health of Kazakhstan between Christopher Crowley, USAID Regional Director and Erbolat Dosayev, Minister of Health.

Support to National Coordination Mechanism on AIDS (NACM)

As the result of needs assessment of Republican AIDS Center and on the basis of its recommendations three directions of technical assistance, provided by the CAPACITY Project, and aiming at strengthening RAC capacity were determined: monitoring and evaluation, communications and work with civil society. In Kazakhstan, the CAPACITY Project seconded M&E and Communications specialists to the RAC.

Seconded M&E specialist started working at the RAC in March, 2006. She made an analysis of existing M&E system and defined key directions in its improvement:

1. Amendments were proposed to the questionnaires on behavior survey among vulnerable groups to adjust them in accordance with UNGASS (26 UN General Assembly);
2. Draft of technical recommendations on project indicators was developed in order to provide assistance in analysis and data collection from AIDS service NGOs;
3. Development of electronic monitoring and evaluation system of ARVT: data collection cards, output spreadsheets, patients’ registers, adapted M&E indicators for ARVT were worked out.

In February 2006, the CAPACITY Project’s Seconded M&E Specialist participated in the Regional Meeting in Almaty. At this meeting she found all necessary information on HIV prevalence, the CAPACITY Project’s strategies, and activities of international AIDS service stakeholders operating in CAR.

In November 2006 Communications Specialist was hired. The key responsibilities of the specialist’s activities include creation of unified information field to cover communication activities of all donors, national partners and civil society in order to consolidate efforts in HIV/AIDS fight in the country. The specialist will provide ongoing assistance to RAC in the communications process with partners, including dissemination of various documents, protocols, reports and partners’ future plans.The specialist will be a link between partners, governmental and non-governmental organizations working in the field of HIV/AIDS on integration and providing information about their programmatic activities through communications instruments/mechanisms developed by RAC, such as web-site, e-mail distribution, informative bulletins and etc.
