About Us

The CAPACITY Project is a 5-year HIV-prevention project funded by the US Agency for International Development and implemented in the five Central Asian countries of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan. The purpose of the CAPACITY Project is to provide technical support and assistance to the countries of Central Asian in their efforts to launch large-scale and urgent responses to HIV/AIDS epidemics among vulnerable populations. The CAPACITY Project is managed by JSI Research and Training Institute, Inc. in partnership with Abt Associates Inc, Boston University, Howard University, the International HIV/AIDS Alliance, and Population Services International.

Project Mission

The CAPACITY Project aims to develop and test approaches and models for scaling-up and increasing coverage of vulnerable populations in order to contribute towards reducing HIV transmission and to increase accessibility of quality HIV/AIDS care services.

Project Strategies

The CAPACITY employs four strategies towards achieving of this mission:

• Strategy 1: Improving Stewardship of the National HIV/AIDS Programs in Central Asia
• Strategy 2: Educating and Empowering Vulnerable Populations
• Strategy 3: Improving Quality of HIV/AIDS Services
• Strategy 4: Improving Resource-Use through the Integration of HIV/AIDS Services

Key Messages

The CAPACITY Project has identified the following key messages to be promoted through all Project communications:

1. Earlier targeted responses to the rapidly growing HIV epidemic will have greater long-term impact;


2. Stakeholders must join efforts to strengthen national leadership to effectively manage HIV programs;


3. 60% or more of vulnerable populations should be covered with effective HIV prevention services;


4. The quality of HIV services must be improved and linkages developed with HIV-related services;


5. Community organizations must be strengthened to address the HIV epidemic locally.
